A POLITICAL BAGMAN.

LONDON, April 20. The editor of the Spectator makes a remarkable revelation concerning the purpose of Prince Henrv of Prussia's visit to the United States in 1902. The Kaiser became alarmed over the better feeling growing up between Great Britain and America, and sent Prince Henry to capture American good-will. The Spectator, in an article on March 1, 1902, expressed' the opinion that Prince Henry would make some political request. Mr"3ohn Hay (the then United States Secretary of State) immediately wrote to Mr St. Leo Strachey (the editor), who was a close personal friend. The letter consisted of five words : "You are a mind>-reacler." Mr Strachey adds : " I had guessed Prince Henry was a political bagman. He wanted a tangible souvenir of his visit in the form of concessions of territory. Mr Hay'later told mo that ho had received the German overtures with disgust. During the SpanishAmerican war a German diplomatist in London asked Mr Hay to arrange for the cession of portion of the Philippine Islands ,to the Kaiser, and said : ' You have so many islands, why not give us some ?' Mr Hay replied : ' Not an island; not one.' "
