(Received Nov. 19, at 10.45 p.m.) Recently the Daily Chronicle republished an article from the Russkoye Slowo, which says: " The newspapers lay a heavy responsibility on the Northcliffe press for the failure of the diplomacy of the Entente Powers in the Balkans. After The Times and Daily Mail's quarrel with the British Government they systematically began to blacken the military and diplomatic measures and foretell the failure of the Allies. The Germans made wide use of this campaign for their own pro. paganda in Greece, Rumania, and Bulgaria. Wolff's Agency disseminated Colonel Repington's articles, with a view of proving that the British re. cognise the deficiency of their military organisation. The papers in Rumania and Greece are filled with the Daily Mail and Times's comments published at the German expense.
