Personally, he advocated national service, but he would do his best to make the voluntary system a success. The action of tho Trades Union Congress would have the effect of (putting every man on his mettle to prove that the voluntary system was a'dequate. If, ultimately, he considered that the recruiting was not successful, he would not hesitate to resign unless other methods were adopted.
