RUMANIA'S FIRM STAND.
GERMAN THREATS DISREGARDED.
EOME, August 14. (Received Aug. 16, at 0.5 a.m.) Official advices from Bucharest state that the German Commercial Attache requested the Finance Minister to allow munitions to pass into Bulgaria, and threatened energetic action in the event of refusal. M. Costinesco refused point-blank, and the Ministerial Council approved of his reply.
