SYDNEY, August 13. The National Council of Women has reeolved to ask the Federal Government to make national sendee during the time of crisis compulsory on both men and women, according to their several capacities.

RUSSIA'S BURDEN

THE FLIGHT FROM GALICIA. AUSTRIANS AFRAID OF GERMANS. (Times and Sydney Sun Services.) LONDON, August .12. Mr Stanley Washbum, describing the exodus from Galicia, says Ihe was struck by the fact that the husbands, brothers, and fathers of these Galician refugees were fighting in the Austrian army. The refugees said that the presence of Germans struck fear into their hearts. " Truly," says Mr Washburn, "it is a significant reflection upon the Germans when the people of their own ally flee on their approach. The Prussian name carries with it the same terror to the Galician peasant as to the Belgians and Poles."

AMSTERDAM, August 12. A German official report states that General von Mackensen is within 36 miles of the Brest-Litovsk front.

LONDON, August 12. A German communique states: General von Eichorn repulsed a strong Russian attack on the Dwina sector (Baltic Provinces), taking prisoner 700 men. General von Scholz captured a bridgehead at Wizna, and threw the enemy southward of the Narew across the River Gaz. We took 4950 prisoners since August 8. General Gallwitz stormed Dambrovo and crossed the Andrychow going eastward. A German airship bombarded Bialystok railway station, and a great explosion was observed. We have occupied Lukow. , General -von Mackensen's troops at several points have broken into the stubbornlydefended enemy positions. The Russians are consequently retreating along the entire front between the Bug and Parizon. • ,

THREATENED THRUST AT PETROGRAD.

(Received Aug. 13, at 7.40 p.m.) The Daily Mail's correspondent at Petrograd says: "Today the first hint was given oi the possibility of an en= deavour by the enemy to reach Petro* grad. The Novo Vremya declares that tierinany is trying to develop opera, tions in the regions adjoining the roads leading to the capital, with the object Of bringing into play a new lever for fresh pressure on the Balkans. The advance against Petrograd is con= sidered unlikely, unless the Germans obtain command of the' Baltic, and the Russian Baltic fleet is regarded as a safeguard for the security of the capi> tal."

A Copenhagen message states that the German Baltic fleet is using Libau as a base and repairing harbour and is fortifying the town.

ASSAULTS ON KOVNO. RECKLESS SACRIFICE OF LIFE. PETROGRAD, August 13. (Received Aug. 13, at 8.5 p.m.) The desperation, impetuosity, and reck-, lessness of the Germans in smashing their; regiments to pieces against the Kovno forts recalls their tactics in Belgium. An entire army is concentrated opposite Kovno, with masses of heavy artillery, which has been hastily brought up. A*fter a tornado of projectiles the infantry is sent forward in successive waves, regardless of the fearful havoc made by the steady Russian machine gun and rifle fire. The only result was that tho enemy approached the outer works, five miles from the main girdle.

RUSSIAN COUNTER-OFFENSIVE

HEAPS OF GERMAN DEAD,

PETROGRAD, August 13. (Received Aug. 13, at 8.20 p.m.) Official : We repulsed German attempts to overwhelm outposts in the Riga region. Our troops, advancing successfully, 0 are pressing the enemy in the direction of the Jacobstadt-Dvinsk front. We occupied Kovarsksoviaony, north of Vilkomir, after a fight. We continue to repulse assaults west of the Niemen as far as Jessia. The Germans are making persistent attacks on the roads from Hotza to Sniabova. We have assumed a counter-offensive on both' sides of the Kieff-Maikin railway. We repulsed the enemy with heavy'losses between Wieprz and the Bug. Their losses ■were especially severo east of Ostroff, where the German dead lay in enormous heaps,. The Germans in force on the 10th inst. bombarded the Alands and Skerries lighthouses, and put to sea on the appearance of our warships.

THE WESTERN THEATRE

FRENCH COMMUNIQUE. LIVELY FIGHTING AT BOIS-LE-PRETRE. PARIS,' August 12. A communique states: The German attacks at Marie Therese (Champagne) and Fontaine-aux-Charmes (Argonne) were completely repulsed. There was fairly lively fighting from trench to trench in Bois-le-Pretre (on the Moselle, Lorraine front) with grenades and large bombs. A German attack at Linge (Vosges) was repelled after grenade fighting.

FIGHTING IN ALSACE.

FRENCH SUCCESSES,

PARIS, August 12. Advices from Basle state that some Bavarian regiments were almost annihilated when attacking Thann. French batteries have compelled the Germans to evacuate Dornach (near Mulhausen).

GERMAN COMMUNIQUE. LONDON, August 12. A German communique states: In France, north of, Vienne-le-Chateau, we captured a group of fortifications. The enemy's losses were severe.

AT YPRES AND LA BASSEE.

ANOTHER GERMAN OFFENSIVE

PROBABLE.

AMSTERDAM, August 13. (Received Aug. 13, at 7.5 p.m.) There have been numerous German desertions owing to an impending resumption of a general attack upon the Ypres-La Bassee line. An order of the day issued to the German army contains the following : —" Our work is practically finished in the east, and we are about to begin in the west. Peace is certain to come in October."

FRENCH COUNTER-ATTACK,

PART OF LOST TRENCHES REGAINED. PARIS, August 13. (Received Aug. 13, at 8.5 p.m.) Official : Our counter-attack regained part of the trenches east of the Vienne-Ie-Chateau-Binarville road. TheTe is great artillery activity in the northern Woevre region, at Bois-le-Pretre, and at Barrenkopf. The enemy bombarded Raoneltape, killing a few civilians.

GOING WESTWARD. AMSTERDAM, August 13. (Received Aug. 14, at 0.25 a.m.) There has been a notable increase within the last few days of German troops traversing Belgium towards the western front.
