UNFAVOURABLE OFFICIAL REPORT. Frees Association—By Telegraph—Copyright. WASHINGTON, January 21. (Received Jan. 21, at 9.35 p.m.) Rear-admiral Fletcher reports that there is an alarming shortage of officers and men in the American fleet. Ten thousand are needed. The fleet is not ready to fight under modern war conditions.
