Possibly with the Government approval, Lord MaCdonnell, in connection with the 1/Ords' proposed amendments, has drafted a scheme to give Ulster autonomy lor five years, when, after a poll of the Ulster electorate, it may cease. A NEW BILL PEOPOSED. HOME RULE WITHIN HOME RULE. LONDON, July 8. (Received July 8, .it 10.45 p.m.) In the House of Lords, the Earl of Dunraven ha-s given notice of motion of an amendment to suspend Home. Rule until a commission reports on the constitutional relations of the component parts of the Kingdom. I<ord MacDonnell has drafted a scheme of Home Rule within Home Rule, which is virtually a new Bill, in substitution for the amending Bill. It provides for an Ulster Council elected on a system of proportional representation to control education and services administered by the Irish Local Government Board and the Department of Agriculture. The council may be abolished by a poll of the Ulster electorates after the quinquennium. MUNITIONS FOR ULSTER VOLUNTEERS. LONDON, July 8. (Received July 8, at 11.50 p.m.) A quantity of ammunition and 40 Colt, machine guns of the latest pattern, costing £100 each, have been landed on the County Down coast, for the Ulster volunteers. A return made on Friday showed that the Nationalist volunteers number 153,500.
