WASHINGTON, February 18. The capture of Castillo is creating difficulties. Tho American State Department is unable to hand him over to the rebels, as such action is likely to be construed as a recognition of their belligerency, and and the United States is not able "to try Castillo, his offences having occurred in Mexico. The Ilucrtan authorities have not inado application for the bandit's surrender.

It is thought that tho only course is i,o deport Castillo, as an undesirable alien, to some spot where General Vila's force will be able to recapture him.
