ST. KILDA BOROUGH COUNCIL.
The fortnightly meeting of the St. Kilda Borough Council was held last night; present—tlie Mayor (Mr W. T. M'Fariane), and Crs Macdonald, Harris, Allen, Abbott, Edgar, Dove, Thompson, and Hellyer. CORRESPONDENCE. Messrs Smith, MacGregor, and Ramsay wrote advising tho council that unless action was taken to replace the leaky pipes in Driver street, which were responsible for Mr William Allan's properly in that street being Hooded, further loss and damage would ensue. They desired to know whether the council was prepared to allow Mr Allan to have the defective pipes tested by a competent plumber.—Cr Autcdonaid moved, and Cr Edgar seconded, that the permission asked be granted, subject to tho -work being done in the presence of tlie council's engineer and inspector, and conditionally upon Mr Allan paying tho cost of putting the road in proper order.—The motion was carried.
Mr R. D. Heathman applied to have a footpath constructed in Iront of his property in Main avenue— Referred to tho inspector, with power to act. Tho Assistant Under-secretary of Publio Works wrote advising tho council that a report was being obtained on Quarry street, and that the council would be advised as to tho Minister's decision on the matter.—Received REPORTS. The Finance, General, Tramway, and Hall Committee reported that it had been advised by Mr T. K. Sidey, M.P., that a clause had been inserted in the Municipal Corporations ActwWidating water rates. In accordance with tho wishes of the District Health Officer tho committee had decided to take any steps necessary under the Act, should occasion arise, to prevent people from removing dilapidated buildings from the district of one local body to the district of another local body. Tho committee icported the following balances at the bank: District fund account (debit), £4347 15s 3d; special lean account (credit), £2 9s lid; special loan No. 2 account (credit), £374 17s 3d; special loan No. 3 account (credit), £4350 12s lOd; drainage and scwerago account (credit), £650 3s.—The report was adopted. Tho Works, Water, and Lighting Committee reported as follows;—A letter was received from Mr Allan Broad complaining of tho condition of Douglas and Mills streets footpaths.—Tho committee had referred this matter to the Mayor and inspector, with power to act.-—A letter from the Health Department complained of the condition of Royal crescent.—The committee had instructed the clerk to reply that' this ditch belonged to the City Corporation, and tho notice would have 'to be served on them. Mr W. J. Broadfoot asked for a crossing to his section over the Bay View roa.d ditch.—Tho committee had instructed the'' clerk to inform Mr Broadfoot that this ditch was under the jurisdiction of the Drainage Board, and that it had sent his application to the board to deal with. — Mr IC. Cameron forwarded a plan of resubdivision of sections 70, 74, and section 58, block VII, Forbury Park, for the approval of the council.—Tlie committee recomended the council to approve of the plaji, provided Mr Cameron donated the necessary land for street-widening purposes free of .charge. Tlie inspector had reported to the committee that it had boon practically impossible to get the water away during the recent heavy rains owing to the state of the main covered-in ditch in Driver and New streets being half full of silt, that the ditch was wholly inadequate to carry away the amount of storm water from the branch drains, and that until tho ditch was either cleaned out or piped with pipes sufficiently large to carry away the amount of storm water the flooding of the streets and properties _ during heavy rains would continue. This report had been forwarded to the Drainage Board, with tho request that it have the attended to as soon as possible.—The report was approved. Tho borough inspector's report was received.
GENERAL. , ; Cr Dove asked if any reply had been received from the police relative to the wandering horses in the borough. He stated that he had been shown some of the ravages of these horses in the garden of a resident, and this nuisance was now becoming a very serious matter.—Cr Macdonald said tho whole matter of police supervision in St. Kilda required going into. Ho had it on the very best of authority that young women and "girls were being molested on the beach very frequently—in fact, things were getting so bad that respectable people would not go to the beach. The sooner the council took this thing in hand and wont to the supreme head of the Police Department the better it would be for borough.—Cr Dove moved that the council write to the spperintendent of police and ask for better supervision at St. Kilda.—Tho motion was seconded and carried after Cr Macdonalrl had explained that his remarks were not intended as a reflection upon the police official at St. Kilda.
It was resolved, on the motion of Cr Allen seconded by Cr Thompson, that the resolution passed on October 14, that an extra horse be purchased, be rescinded. The compliments of the season were extended to the Mayor, the town clerk, nnd the press representatives present by the Deputy Mayor (Cr Thompson). Tho next mooting of the council will be held on January 20.
