WASHINGTON, December 3. (Received Dec. 3, at 9.15 p.m.) The majority of representatives in Congress are favourable to Senator Honsley'B motion supporting Mr ' Churchill's naval holiday proposal. President Wilson is also favourable, and the motion will probably bo passod unanimously.
