WESTPORT HARBOUR WORKS

CONDEMNATORY REPORT. (Pes United Press Association.) WESTPORT, July 22. The report of the recently appointed inspector of works (Mr J. E. Hawes) to tile Harbour Board was a scathing condemnation of the Cape Foulwind railway, and the .method of breakwater construction.

He says with regard to the latter that the breakwater, instead of being made to stand the rough seas, has been made up purely and simply as a dump to allow unsuitable material to be got rid of as quickly as possible, and that the whole of the works seem to have been used for the benefit of the traffic on the lino, the annual gross revenue from which would only build a few feet of breakwater.
