RACING CONFERENCE.
RAISING THE BARRIER,
DELAYS IN STARTING.

WELLINGTON, July 18. Delays at tho starting post and other troubles incidental to the raising of th« bar- . rier occupied much time at tho Eacinif Conference to-day. The discussion originated in the following amendment to Rule 2, Part 25, movod by Mr Hunter on behalf of the Howke's Bay Ciub:— "No horse shall bo sent to tho post mora than 15 minutes before tho time appointed tor starting." Many races, said the mover, had been lost through horses being at the post too soon.
Mr Dalgety (Canterbury), in supporting tho motion, eaid that it was a disgrace to the turf in New Zealand that starts wero delayed for tho 6/ike of the totalisafcar receipts.
Eventually the mover agreed to defer hij proposals until next year, it being left to the discretion of the executive as to whether or not it shotild lie brought forward again. The following rule, introduced by the president, was, adopted:—"No attendant upon any horse, other than his jockey or the starter's assistant especially appointed by the Etowards shall! be permitted at, the start of any rao9 unless by the express permission of the stewards. Anyone offending against tins rule shall bo fined an amount not exceeding £50."
