Thu JiOrd Mayor's Show took tho form of a mediaeval military pageant. Tho Guildhall banquet was, as usual, a brilliant fiuiction.
Mr Churchill, in responding to tho toast of The 2\'avy," emphasised tlio fact that no harm would result from plain speaking. He said the Germans had robust minds and a high sense ol honour and fair play, and they liked affairs put plainly and squarely. The relations between Britain and Germany had steadily improved during the past year. There was every evidcnco of Britain's determination to maintain her supremacy. The best way to make those relations thoroughlyhearty and comfortable was to go right on and terminate tho rivalry by proving that Britain could not bo overtaken.— (Cheers.) Mr Churchill announced that lie would propose an improvement in tho naval ]«y before tho end of the. prosent Parliament. Iliis would further stimulate tho present buoyant recruiting, and would possibly bring a sixth battle squadron into existence in 1913, fully manned, thus increasing tlio margin of security. Tlio allotment of a strong British fleet to tlio Mediterranean demanded special vigilance in Homo waters. There was no rcajon to anticipate trouble, but the Home ileet wm quite equal to any task that might bo imposed on it. This year would b:i memorable lor the dominions' participation in the naval defence of the Empire. In a few days tlio Canadian Parliament wotdd announce a naval policy worthy of the power and loyally ot a great dominion. The future required renewed exertions. None could foretell tho difficulties and dangers, though nono could doubt otir rcsolvo and ability to coma safely through it.
