(Received Nov. 10, at 5.5 p.m.) In the Spectator 3lr Jolin St. Jx>c Strachcy makes an urgent appeal to tho reservists, Ho nays that the ovcrtluwv of an ancient rnilit.iry Kmpiro by an army of 400,000 fighting men in a fortnight litis made the question of national defenoo a living issue. The reserves, which now number 170,000, can k brought up to 340,000 if all the counties do as 1/ondon, Edinburgh, and Surrey have done. If they doubled it he was certain tho Government would fee! obliged to provide uniforms and rifles, which would be absolute necessaries should a call ever be made on their patriotism.
