A DISHONEST SECRETARY.
CONVICTION FOR EMBEZZLEMENT. (Pen United I'kes.i Association.) DANNEVIBKE, September 5. James P. Flynn, charged with cmkzzling £16 18s 10d, the properly of Kiiahino Lodge, U.A.0.D., pleaded guilty, aild was sentenced to three months' imprisonment with hard labour. The evils of the "shouting" svslem were referred to by Mr S. K. M'Carlhy, S.M., in dealing with Flynu, who had ascribed tho theft to the fact that drink had undermined his moral fibre. Tho magistrate. said he thought it a fitting opportunity to call attention to a much-needed reform in the Licensing Act. Ho referred to the system of "shouting," and said tho legislature should make it illegal ami impose penalties upon all concerned when onco a charge had been proved. Tho licensco of the hotel, tho person who "shouted," and those accepting his hospitality should be made equally liable. Men went into a bar primarily to assuage their thirst, but wheii they got there half a dozen acquaintances were frequently met, and a system of "shouting" all round was instituted. Tills was where the harm came in. ■' -
