THE PARLIAMENT BILL. DISCUSSION BY THE LORDS. Prcsn Association—By Telegraph—Copyrigbv LONDON, June 20. The House, of Lords discussed the question of "tacking" in connection with the Parliament Bill. Lord Haldane, expounding the view of the Government, .stated tint though Mr Asquith had defined " tacking" as including in a financial bill provisions for social and political purposes, he had never suggested that a money bill must bs devoid of such purposes. Lord Cromer's clause was finally adepted by 192 to 48. The clause empowers the joint committee to sit in judgment on Finance Bills excluded from the purview of the Second Chamber by the Veto Bill, the governing purpose of which is to bring such bills within the category of general legislation. Ix>rd Nelson, Lord St, Aldwjn, and Lord Lytton voted with the Government. THE ROYAL PREROGATIVE. THREATENED ACTION BY THE GOVERNMENT. LONDON, Julv 1. (Recei/ed July 2, at 5.5 p.m.) The Daily News declares that it has high Ministerial authority for stating that tho Cabinet is united in its decision to employ the Royal prerogative at tho earliest opportunity unless the Peers drop their amendments to clause 1 of the Parliament Bill.
