Lord Selborne; speaking at. Glasgow, said the Unionists earnestly desired the ■ reform of the House of Lords, hut there were left and right. wings. • He urged that the right wing should remember that <: inequality in the representation of tha parties was a serious ovil, engendering a •'- sense of injustice. Moreover, without reconstruction it would be impossible to : '", place the Crown outside party politics. „> The Opposition intended to propose in !: conjunction with two more the following ;■■ methods of election:—By the county \ councils, qualificaticn by office, selection, by hereditary peers, nomination by the Prime Minister. The Unionists proposed* that the House of Lords should definitely renounce its concern in finance, with a '} strict provision against tacking. They >i were ready to reier their decision to a committee composed of an equal number of members of both Houses, the Speaker presiding. Lord Selborne will complete J his outline of reforms at Edinburgh today.
