Pims Association—By Telegraph-Copyright, COPENHAGEN, August 31. ■ (Received August 31, at 10.45 p.m.) The Socialist Congress discussed a recommendation for the gradual reduction of armaments by the various powers proportionately to the strength of each. The British delegates declared that tho Liberal Government would probably agree to some such proposal. The Germans stated that it was impracticable for Germany to actually. reduce her armaments, but the coming elections would so enormously strengthen tho Socialists as to compel the Government to consider the matter.

All the other delegates accepted tho idea except the Russians, who declared their inability to influence the Duma.
