RUMOUR OF ANNEXATION. Press Association—By Tplogvaph—Copyright. SEOUL, August 18. (Received August 18. at 11.40 p.m.) It is reported that Viscount Terauchi has commenced the final negotiations for the annexation of Korea. Cetwral Viscount- Terauchi, JapaneseMinister for War, in the course of a speech at Tokio last month, -referred to the position of Japan in Korea. Janan, ho said, would not employ the "mailed fist" in that country, or antagonise foreign Powers, but radical changes in the system of government of Korea were necessary.
