APPROVED BY A TRADES COUNCIL. (Per Ukited Press Association.) CHRISTCHURCH, December 7. The Bills Committee of the Trades and Labour Council considered the Hon. A. R. Guinness'* Notional Sick and Arciilciit Insurance Bill, and the National Providei t i-'iiml Bill, and decided to approve of the principle of the National Insurance Bill, piovided that it is not compulsory on the part of workers to contribute, anil that ; t is administered on a democratic basis bv the State.
