LONDON, December 4.
In a letter to a. correspondent, Mr Balfour emphasises Uta danger of the United States ultimately requiring all her homegrown cotton for lict oim industry. Ho adds that much'ought to bo done to extend the area of supply within the Empire. Ho . doubts wliether private enterprise is sufficient, and he recommends supplementing it by public aid. He says that he and his colleagtss are prepared to give assistance in that direction.
