(Received Oct. 29, at 10.10 p.m. The Belgian Minister of Colonial Affairs Ins outlined tho form in- which it is proposed to carry out reforms in tho Congo. Between 1910 and July, 1912, freedom of trade will he established in the produce of the soil throughout tho districts hitherto claimed as State property, ;und the Government will consider tho advisability of rebitying concessions from the companies. In future the taxes will be levied in money, and enforced porterage will be suppressed. The Minister declared t'hat tho charge of cruelly against tli-e Belgian administration was false.
