I Cartliy s international union scheme, as cablet) on the 9th of February. ■ The scheme referred to proposes to lav up all tonnage annually for two conseciitne periods of a month each, because l-loyds and the insurance clubs calculate rotates only after a ship has been out of commission for a month. The scheme has been well received at Cardiff, Liverpool, and other places,-though it has i|ot evoked much enthusiasm on the Clyde. '
