Ik ;vas the author of many advanced legislative reforms and was leader of the Advanced Liberals. He helped to secure many reforms, including the extension of the 'franchise to women, factory legislation piogressive taxation, a State hank, and was the author of a scheme of industrial conciliation. He was largely instrumental in drawing up the Federation proposals, and was chosen Minister for Trade and Customs in the Commonwealth Cabinet in 190.1. He resigned, owing to ill-health in 1903]
