BOROUGH COUNCIL MEETINGS

WEST HARBOUR. The monthly meeting of the council was held at Eavensbourne last evening, when there were present the Mayor (Mr H. E. Moller), Crs Jack, Eoss, Cray, Duncan, Smith and George, '' CORRESPONDENCE. Robert Rac wrote stating that soni6 time ago ho had purchased sections 9, 10, 11 12 and 20, block 111, Upper Rothesay, fronting Albany street, but he was informed that his solicitors could not get his title through the Registry Office, as by reason of an unformed road the' council had not assented to a transfer. He understood that this portion of tho township was cut up many years prior to the present act regarding roading coming into force, and as lie had no intention of dealing -with or building on his section at present, he hoped the council would assist him in getting a clear title.—Crs Cray and Ross said they considered it would only be retarding .the prosperity of the borough if these titles were not given, and the latter moved—That the letter be referred to the Loans Committee with a recommendation that it favourably considers the question of giving title deeds to all such properties in the borough,"—Carried. L. Harridgc wrofn asking that the council give notice to property holders encroaching on Palmer's right-of-way to remove tho fences that obstructed access to the Main road.— Clerk to investigate and report. Mr Vhyto wrote stating that Athol place from Mrs bcott's to Mr Minn's was not receiving its share of the money voted for footpaths.—To be informed that tho council had no intention of making a footpath in this locality, but that it is intended to lavsmall metal and quarry dust oil tho road to make it passable. Esther'Tait wrote drawing attention to the state of tho road in ■ front of her property, lower Athol place.—To be similarly informed! 'Hie Chief Health Officer wrote intimating that West Harbourmvas included in the districts to contribute to the cost .of providing and maintaining the infectious diseases hospital—The Mayor and' clerk were appointed to attend the court at which the contributions will be apportioned.

- The Secretary Otago Harbour Board, in reply, wrote stating that Messrs T. Eoss and W. Barclay held a lease from the board for 2G' acres at a peppercorn rental. By tho terms of the lease the tenants were to erect and keep in repair the boundary fences, and' the land was, not to be used for any other purpose than that of a recreation ground or for grazing cattle.—Consideration deferred for a month.

The Borough Engineer, North-East Ynlley wrote re electric lighting, staiing that he. was convinced that -the suburban boroughs could generate their own power at half the prices asked by the City Corporation. A suction E" Plant- giving sufficient power to supply 50 lamps of 50 candle power could be orooted for £400. • If the council proposed to provide power for, sa>, 100 lamps, this could bo supplied for £125 in Dunodin. The cost of overhead reticulation was not great depending on the length of the circuit. 'This plant would give current enough for 103 lamps, and the total coat per annum 'would be £2 per lamp. The whole installation completed should not cost more than £1800 or £2000.—The Mayor said Mr Arnold had written in response to' liis request.—Referred to the Lighting Committee,

Cameioai, REPORTS. , The Works, Tramway, and Lighting Committee recommended that Mt 0. M. Patterson b® informed that if he paid the sum of £1 drainage across the street from the, house in Jackson streot would be given, ajid a footpath formed apposite his section; that a letter be flent to the Caversham Gas Company informing it that unless it supplies gas to the illuminating power of 14 candle-power the council's agreement with the company would be terminated; that a one-horse roadscraper be purchased.—Adopted. The Finance, General, and Reserves Committee recommended that accounts be passed for payment as follow:—District fund account, £82 lis 7d; special loan aocount, £24 lis Gd. The various accounts stood .'as follow:—District fluid account (dr.), £1269 IBs; special loaai account (cr.), £267 8s lid; drainage and sewerage account (cr.), £24 13s. The committee reported that it had instructed the c!erk to writo to the Drainage Board arid obtain all particulars with respect to the lease o£ a strip of ground owned by the Drainage.Board and adjoining Culling Park.— Adopted.. CORIIESPONDEXCE. The Secretary of the Wednesday Halfholiday Association, Invercargill, wrote soliciting the co-operation of the council by endeavouring to secure the support of its representative in Parliament in bringing before it the fact that tho only satisfactory legislation is that which gives' to each district the opportunity of fixing the day that will he most convenient to that district as a half-holiday.—Re-ferred to the General Committee for report. The Town Clerk, City Corporation, intimated by letter that the question of repairing portion of King Edward street had been referred by the Public Works Committee to the City Engineer with power to act.—Received. The Town Clerk, City Corporation, wrote in reference ,to the matter of erecting gas lamps in Prince Edward and Bay View roads, referring the council to a former letter from -the City Council suggesting that the matter be allowed to remain in abeyance pending the reorganisation of tho gas department, which was now being carried out.—Keccived. The Mayor reported that in company with Mr Callaway he had interviewed the Mayor ot Dunedin and the town clerk relating to tiie proposal of (lie St. Kilda Council to acquire tlio site of the former Musselburgh railway station for the purpose of a street line, entering from Anderson's Bay road, under the provisions of sections 18 and- 19 of "The Public Wprks Act, 1905." Received.—A circular letter containing several motions re fixing of the weekly half-holiday was received from Mr S. M'Donald, Invercargill, and it was agreed to repTy that the council was in favour of a universal half-holiday—Saturday for preference.—The District Railway Engineer wrote stating that.he.had issued instructions for removal of soil, etc., as requested by the council. Received.—A number of other communications were alro minuted as received.— The Chief Health Officer for the colony wrote stating that an infectious diseases hospital was necessary, and naming the local bodies who were liable to contribute.
