Russia and Japan havo agreed to the text of a uuinnK'i'cial treaty embodying specific concessions on each side.
Tin. , St. Poiumburg correspondent of tho London Times, writing on February 18, stated: Some of the newspapers make the sensational announcement that tho Government is on the eve oi concluding an agreement between P.uftsia, Great Britain, ami ,l:ip:in.
