TERRITORIAL FORCES KILL.
STATEMENT BY THE BRITISH PRIME MINISTER.

In the House of Commons Mr Haldano's Territorial Forecfi Bill was read a second time to-day by a large majority.
• Sir Henry Compbcll-Uannerman, in reply to Mr H. Cox, said: " Britain's obligation to defend tho whole Empire is independent of any written agreement or treaty. Judging from past experience, there seems no doubt tho colonies would recognise their obligation, to assist- in the defence of the Empire as a whole."

Mr Haldane remarked that he hoped to carry out, the reconstruction of tho forlimes without hurry before it came to a. war, and hefove the fortresses were required,
