January 9. Tho new appointments made yesterday by the Cabinet seoin to give general satisfaction. Some particulars of Urn career of tho appointees may be of interest.

DR HAY graduated in medicine at tho University of Aberdeen in 1890, and has acted since 1904as Assistant Inspector-general of Hospitals and Mental Hospitals.- Before his actual graduation in 1890 Dr Hay was seleoted us assistant to tho superintendent of the Perth Royal Asylum, Dr Urqubart, ono of the foromost of British authorities on mental and medicine asylum architecture and asylum administration, and one, of tho editors of "Mental Science." In the occasional absence of Dr Urquharfc, Dr Hay had to discharge the duties of aotingeupcrintendent. In 1897 Dr Hay was selected by Dr Clauston, superintendent of the Edinburgh R6yal Asylum, to occupy the position of medical superintendent of Ashburn Hall, the famous private asylum founded at Dunedin by Dr Alexander" and Hie late James Hume, which position he resigned in 1904 to becomo Assistant Inspector-general of Hospitals and Menial Hospitals. DR V3LKTINB was educated at tho Royal Naval Academy (Burney's) at Gosport and at Mariborough College, Wiltshire. Subsequently he entered St. Bartholomew's Hospital, London. In 1888 ho qualified, obtaining the decrees of M.R.C.S. and L.K.O.P. Dr Valmti.w shortly afterwards was appointed junior medical officer to the Borough of Portsmouth Lunatic Asyluni. Later he held several house snrgeom'ea, notably that of the West Sussex Hospital at Chichestcr. Ho joined the College of State Medicine in London in 1890, and from that took his diploma in Public Health tho same year. Ho was at that tamo the youngest me'dical man holding that diploma. Dr A r alintino came to Sow Zealand in 1891, on the formation of the Public Health Department. In 1901 he received the second appointment in the newly-created department, that of Assistant Chief Health Officer of the colony, wliicli position he has held up to the present time. During his term of office ho oontrplled tho Public Health Department on the occasions when Dr Mason, Chief Health Officer, was absont.

- MR W. E. SPENCER was for several years Chief Inspector of Schools in the Taranaki district, and was recently appointed assistant-inspector undev the Hawke'e Bay Education Board. He has now beea selected out of a large number of applicants a 6 editor of the Sohool Journal, at a salary of £400 per annum. Mr Spencer is a graduate of Otago University; B.A. in 1887; M.A.. with second class honours in chemistry, in 1888; and B.Sc. in 1890. In addition to carrying on tho duties of inspector in Taranaki, he was Director of Manual and Technical Instruction in that district. Under his supervision technical education has made great progress there, especially the agricultural and dairying classes.

MR T. H. GILL. at, present head master of the Newtown District High School, who has been appointed an inspector under the Education Department, and ivill assist in tho inspection work in the secondary schools and other institutions, i 3 a graduate of Otago University. Ho graduated B.A. in 1889, M.A. in 1890. and LL.B. in 1896. Prior to taking charge at Nowiown he was for some time head master of tho Hokitika District High School, llr Gill is an enthusiast in tlij cause of education, and lias for years taken a prominent piirt in the deliberations of tho Now Zealand Educational Institute, where his experience and knowledge have proved of great value.
