Parliament was opened to-day. The, Governor's Speec-h refers with pleasure to the rich harvest and splendid outlook, and states that it is intended to devote the greater portion of the surplus to paying part of the financial liabilities. Bills will be introduced to provide for small improved holdings which will enable persons who from lack of means aro unable to avail themselves of the Closer Settlement Act to take up land, for compulsory voting .at parliamentary elections, for the establishment of further agricultural irrigation settlements on tho Murray, for amendments- to the liquor, gaming, and betting laws, the imposition of indeterminate sentences, and the establishment of children's courts.
