(Received Feb. 14, at 9.20 a.m.) The Daily Chronicle (L.) states that the Government will send a commission to investigate the Chinese question and report on the Transvaal Constitution. Mr Steyn, writing to Mr W. T. Stead, states that the lloers expect that the Liberal Government will give them complete responsible government, but not on the basis of onc-voto-onc-value; place the Dutch and English languages oil an equality; fulfil all the obligations of the Vcrecniging Convention; and then leave the country severely alone. The Liberals must also redeem their promise to take the Chinese out of the country, as it was not fair to shelter themselves behind a so-called local legislature.
