Herr Bebel, in the Reichstag, implied that the Kaiser was the chief cause of the tension between Germany and Britain. He gave a signal for the increase of the fleets of all countries, yet an alliance between Britain and Germany meant lasting peace to Europe,
Prince von Bulow declared that it was nonsense to pretend that Germany was pursuing aggressive plans against Britain. It was an idiotic lie to assort that a violent collision had taken place between the Kaiser and King Edward, and it was untrue to state that Germany was ever on the point of declaring war against Britain or that she had ever irritated or provoked Britain. Germany only claimed the same elbow room in matters of commerce, industry, and navigation as the others enjoyed,
