(Received' Feb. 12, at 4.52 p.m.) Commander Okuda, second in command of the cruiser Saiyen, narrates that the vessel struck a mine in Louisa Bay on November 13 while, co-operating with the army in an attack on Metre Hill. Eight in the engine room were killed. As the ship was sinking Captain Tagiina, on tlie bridge, ordered the crew lo save themselves. Lieutenant Nashitomi went to the cabins twice, rescuing the portraits of the Mikado, the Empress, and the Crown Prince. Tho engineer (Tame) similarly saved the signal book entrusted to him. There were 70 occupants of the only two boats launched. Only two minutes elapsedi between the explosion and the sinking of the vessel. Tlie enemy from Liao-ti-shan poured a deadly fire into the occupants of tho boats—on those struggling in the water equally with the rescuers from the comrade shins. Okuda and Tagima sank together. Tagima and 30 others were lost, but 19 officers and 140 men were rescued, MOBILISATION SUSPENDED. THE TRANSPORT BREAKDOWN. ST. PETERSBURG, February 10. (Received Feb. 11, at 8.30 a.m.) Though Konrapatkin is 'demanding a quarter of a million reinforcements, the Government has suspended mobilisation in Poland and some other districts, fearing a general rising. There are 140,000 carloads of war stores awaiting transport to Manchuria.
