"Pedes" directs the attention of the City Council to "the disgraceful state of the gutter and crossing from the top of High street to the corner of Alva street." House drainage is allowed to lie in the street gutter till it is a slimy green, nnd when there is enough liquid it gradually reaches tho corner of Alva street, where it forms a small lagoon and lies till it cither evaporates or is partly washed away with a heavy fall of rain. Surely the corporation's officials or ward councillors never visit the locality, or thoy would never'allow such a state of things to exist, and certainly tho Echool committee cannot visit tho echool in tho day time, or they would at once take measures to have the unseemly and unhealthy state of mutters remedied. "Pro Bono Publico" thinks that Cr Russell's action in the Hawksburv. Borough Council in regard to the proposal to abolish the wards requires some explanation, especially as he ia said to.be aspiring to the mayoralty, for he was veiy much lacking in knowledge of the municipal law if lie was. not aware that the ratepayers had £3 days in which to object if tho proposal to abolish the wards had. been carried. .
