THE PASSAGE OF THE ]}ARDANELLES. Press Association—By Telegraph—Copyright. CONSTANTINOPLE, August 31. (.Received Sept. 1, at 8.42 a.m.) The Turkish Government refused the passage through the Dardanelles of four torpedo boats built at Croustadt, intended for the Black Seit, despite the Russian Embassy's declaration that they were then unarmed, and therefore not war vessels.
