(Received August G, at 9.51 a.m.) The Treasurer said that the Government asked the sanction of the House to their urgent proposals', with a'view* to securing an absolutely irreducible minimum of expenditure and; in order to meet the deficit. He proposed to postpone payment of-the sum of £125,000 worth of debentures, to retrench the public service to the extent of £75,000, beginning with salaries exceeding £120 a year. Starling at per cent., they proposed going up' to 10 per cent, on higher increments, commencing with the latter figure at all salaries over dC3OO. The service was overmanned, and would lie gradually reduccd. They proposed to take £50,000 off the municipal endowment, £20,000 off charity, £60,000 from railway expenditure, and £45,000 from the General Estimates. This would still leave a deficit of £72,000. If when the Budget proper was delivered there had been no improvement, the Government would'propose new taxation to the extent of £82,000. They laid the necessity for this retrenchment chiefly at the door of federation, which had cost Victoria £427,000. The resolution was adopted after a protest by Cowley.
