(Received August G, at 9.50 a.m.) The Rome correspondent of the Daily Telegraph says that it is reported that the meeting of the Czar, the Ivaiscr, and the King of Italy is connected with a further projcct for European disarmament. Hie G?ar has reissued his original proposals, which more definitely stipulate that European countries shall not fight each other, and that they shall reduce their armaments to dimensions sufficient to simply maintain internal order and protect their colonies.
