LEGISLATIVE COUNCIL.

FRIDAY, SEPTEMBER 8. The Council met at 2.30 p.m. BILLS DEALT WITH. The Native Townships Bill passed through committee, only minor amendments being made. The Chiistchurch City Empowering Bill was read a second time without debate. The Mining Bill introduced by 'the Hon. J. MacGregor was read a second time, and referred to the Goldfields and Mines Committee. The greater part of the afternoon was taken up in discussing the report "of the Joint Library Committee,. recommending the appointment of a parliamentary librarian in England at a salary of £4-00 per annum. ~ A number of members spoke in astonishment at the proposal, and thought it would be an act of gross injustice to pass over the assistant librarian, who had for nine years been in charge ol the library. A motion by the Hon. Mr REEVES to refer the report back to the committee was eventually' agreed to on the voices. The Council rose at 4.20 p.m.
