OTAGO RUGBY UNION.

Tho weekly meeting of tho committee of llio Otago Kugby Union was held yesterday, and attended by Messrs Gallaway (president), Wilson, Hunter, Morris, Campbell, Duncan, Harris, Payne, Strong, Young, and Hutchison. A draft of rules for the Flag contests was submitted by a sub-committee, amended, and settled. Messrs Campbell, Payne, and Strong wero appointed a Flag Sub-committee. Messrs W. Morloy, J. R. Murray, J, S. Macarthur, J. M. Hume, and R D. Macdonald were appointed delegates to the Now Zealand Kugby Union, and instructions for their guidance in respect to the business to bo dealt with at the annual meeting of the New Zealand Union were agreed upon.

OTAGO FOOTBALL ASSOCIATION.

The annual meeting of tho Otago Football Association was held at tlio Coffee Palace last evening, ilr J. Wilson (vice-president) occupied the chair, and delegates from all the clubs wero.present. Apologies were received fur the non-«ttemlanco of Messrs S. S. Myers (president), and J. M. Nicolson (lion, treasure,').

Tho Chairman, in moving the adoption of the annual report, which was taken as read, said that the principal thing which the association might congratulate itself upon was the formation of two new clubs during the past year. He thought that more clubs would have been formed were it not for the scarcity of grounds. The inter-club matches had been well contested, and the final tie for the charity matches was a particularly exciting game. Ho had never seen two more evenly matched teams, and the team that won richly deserved tlio victory.—(Laughter and applause.) Certainly the defeated team were not disgraced. The five aside tournament had also proved interesting, and, as stated in the report, was a fixture that was keenly looked forward to ,by players. Ho cordially endorsed the sentiment that the thanks of all players were due to the referees. Although'he did not suggest that playors would be guilty of such a thing, when onlookers began to barrack referees the good men would soon drop out, and inferior refereos would take their.place. Of course, in a sense, they were disappointed at the position t;heir team filled in the Now Zealand tournament, but there was no doubt the team did their best. From what he could gather, the day was very unfit for football, and it was more like a swimming tournament than anything, else. Under the circumstances he did not blarao the team for knocking off before the match was finished. He was glad to see that the association had a credit balance of £3 in their funds, .and some idea of tho creditable manner in ' which the committee had managed the finances of tho association could be gathered from the fact that the year was started with a debjt balance of £10, and during the year a team was sent north. The present financial methods of tho committeo would have to bo carefully maintained, for the proposal, to send a team to Auckland next year involved a serious outlay.

Mr Hiddleston (Roslyn Club) seconded the motion.

Mr Ross (Southern Club) cordially supported tho motion for the adoption of tlio report. One factor which made for the increasing popularity of the game was the greater attention which had, during the year, been paid to tile necessity of sending reports to tho press. ■ .

Mr G. M'Millan (Wakari Club) also supported tho motion, and, in doing soj expressed the desirability of a referees' association being formed.

The motion for the adoption of the report .was then carried.

Mr J. A. Usslier (Roslyn Club) moved — " That owing to tl\e absence in the existing rules of the Otago Football Association of any definition of the premiership, a special rule bearing upon that position be drawn up and included in tho present rules."

Mr Hiddloston seconded the motion, which, after a siiort discussion, was lost.

Mr A. Sligo, junr. (secretary), moved — "That Banner rule 5 be altered to readi 'In tiio event of tlio final-resulthYg in a draw-, the teams will again meet on the following Saturday, unless the committee of the association slmll decide otherwise.' The rest of the rule to read a.s usual."

Mr M'Millan seconded the motion, which was carried.

The "following office-bearers were then elected:—President, Mr S. S. Myers; vicepresidents, Messrs J. Wilson, 6. M'Millan, J. Sparrow, and the Rev. A. North; secretary, Mr A. Sligo, junr.; treasurer, Mr 0. Ross (Mr J. M. Nicoleon declining re-elec-tion) ; committee, Messrs T. Ashton, W. G. 'Smith, M. Gilroy, R. Naglo, and J. A. Usslier; auditors, Messrs A. W. North and T. Scoular; delegate to the council of New Zealand Football Association, Mr P. D. Leslie (Wellington).

It was decided that the association endorse all disqualifications imposed by the Otago Athletic Protection Society.

It was decided to start the inter-club matches on the first Saturday in May.

On the motion of Mr T. Ashton (Southern Club) it was resolved that a letter of sympathy be sent to Mr P. M'Millan, who has been laid aside by illness for some considerable time.

A vote of thanks to the press was carried on tn6 motion of IVlr Ross.

A motion, moved by Mr Ashton, "that it bo a recommendation to the committee that Banner matches should bo commenced at once," was lost.

On the motion of Mr Scoular (Mornington) a vote of thanks to Mr Nicolson .(the retiring treasurer) was carried.

A vote of thanks to the chair dosed the meeting.

The rules that have been drawn up for the O.R.F.U. Flag matches provide that in each of the three grades three rounds of matches shall "be played—preliminary, semi-final, and final. The Flag Committee will arrange matches and dates for the preliminary round, and the secretaries of clubs will be required to meet and settle tho grounds, but the Flag Committee will arrango as to the grounds, as well as dates, for the matches in the somifinal and final rounds. The matches are to commence on April 29, and entries have to be made a week earlier. ' '

The Star Club has decided to disband, in consequence of the resolution of tho O.R.F.TJ. to place junior clubs in a grade by themselves in tlie Flag contests. It is believed also that the Caversham Club may disband this season.

A special general meeting of tho Rangers Association Club was held on Friday evening, Mr ,T. Simon (vice-president) occupying the chair. The meeting was called to discuss the advisability of disbanding the club, owing to the lack of a ground. The committee reported trying for various grounds; the Exhibition ground, which the club have used for the last seven years, being quite unplayable. After discussion, Mr Sligo (captain of the club) moved, and Mr Hru-rop "seconded— "That the Rangers A.P.O. disband for the time being, owing to lack of a ground. Should a suitable ground be available, the club to be re-formed." Considerable regret was expressed, but under the circumstances i;o second courwj could be adopted, and the motion was carried. "Mr A. W. North moved. and Mr (i. Middleman seconded—" That it bo a recommendation to the playing members to join the Northern Club." This ivas also agreed to, most of the membors signifying, their intention of playing with the Northern. It was also decided that the credit balance be loft in the treasurer's hands, with instructions that, should thoclub fail to re-form next soason, the funds bo handed over to the O.F.A.

Northern (Association) held a practice match on Saturday. Sides were chosen by A. Sligo and W. Morrison. After a very interesting and even game, Morrison's side wero victorious by throe goals to two. Most of tl'.e members showed good form, particularly Irvine, Morrison. Sligo, Middlemas, Harvey, Bolton, and Wyatt.

In the course of his speech at New Plymouth Mr T. 15. Taylor said the new Police Commissioner was one of the best public servants in tlio colony, and in- a year or two we would have a good police force.
