ARRIVAL OF THE RUAHINE.
Tho New Zealand Shipping Company's steamer Ruahine arrived off Otago Heads yoslordny morning, and waited outside for the evening's lido, coming up to KopuLiii Bay between 6 and 7 p.m. She was met and boarded by the custom's and the aclinghcalth officer. Here another detention ensued : Iho vessel having some 25 tons of combustible cargo to put out, was kept off tho wharf until this was done. There is an anomaly in this connection wnicn should not exist. When a sailing vessel comes from Home, with, say, 20 or 30 lons of combustible material, stie is 'compelled to anchor in tho powder ground, to put out her cargo, or such pari of it as is considered dangerous, while a, steamship, in which the riak can scarcely 1)0 considered less hazardous, is. as was tho cuse with the Ruahine yesterday, permitted to come right up the harbour, and, anchor off the wharves. The work of landttfg this material occupied a considerable time, and our shipping reporte. was unable, to get the vessel's report in time for this morning's issue.
