I (Received February 27, at 0.p.m.) China has authorised an American syndidate to construct a railway from Tien-Tain |to Chin-Kiang, tbrongh Shantung. Garmany, however, claims a monopoly over Shantung. I Russia is insisting that her officers in the Chinese serrice ahall have unreserved power j over the armies.
