Sib.—The shocking disclosures in the report ot the above cage in your issue of this morning make it evident that some change is -squired m the system of licensing the expressmen of this city. .V\ " *...-•» The council, in continuing to issue a license to the man charged, thus giving him the opportunity of inflicting the slow torture of starvation on the poor brutes that have the misfortune to tall into his hands, clearly show that very little care can be exercised in the granting of these licenses ; and that being the case, surely a better system would !,e to have this interest vested m the police, which would at all events prevent the scandal and disgrace to the city of cases like the one under notice.
