A STATE BANK

Melbourne, July 26.

Sir Graham Berry, being examined before the Banking Commission, warmly favoured a State bank acd making its note i*sue legal - tender, which weald greatly relieve tbe .gold, in circulation and enable it to be kept as a reserve. There was no need, however, for a State bank to keep -anything like as large reserves as private banks. It should be started on safe lines, and afterwards extended to carrying on the Credit Foncier Bjstem. This would greatly assist landholders and increase the productiveness of the land. He believed that had a State bank been in operation at the time of the late banking crisis that trouble would have been moderated to a large extent. . '

Millsrd (Ministerialist) was reelected fpr-Moruya. ' . . The following have been elected:—Mr J. M'Loughiin "(Opposition) for Raleigh; Mr W. H. Wood (Opposition Labour) for EdenBornbala. ' . .

The Opposition gain the Macquarie Beat, where Mr W. F. Hurley (Protectionist), replaces Mr J. E. Tonkin, arid the Nepean seat, where Mr T. R. Smith (Protectionist) replaces Mr S. E. Lees. ', , For Rylstone, Mr J. 0. Fitzpatrick (Freetrader) was elected in the place of Mr W. G. Wai!, the former member being a supporter of Sir G< R. Dibb3 and a Protectionist.. .

The Protectionist party are considering the expadiency of one of tbeir number re-. tiriDg in favour of Sir G. K. Dibbs. The opinion'of many of tho Legislative Councillors is that the result of the elections will have a dira eflect on the colony as a whole. , -~

The Argue, commenting on the New South Wales elections, says that the- Legislative Council should now loyally bow to the will of the country, and then prepare a schema to transfer its power to wiser aod stronger hands. It considers that New South Wales has turned her back once and for all upon a high tariff policy, and that in order to keep Dace Victoria must recede from it also.
