Herr Koeller takes the portfolio of Minister of tbe Interior in succession to Count Yon Eulenberg. After the interview on .Taesday botwaen the Emperor and Count Caprivi, the latter inspired an article in tho Cologne Gazetie making a ■ vigorous onslaught on Count Eulenberg. .Tb,e article described Count Kulsnberg's defeat, and asserted that the Emperor and Count Caprivi were in perfect accord. Count Sulanberg, who' had already decided to retire froro the Government, complained to the Emperor o£ the offensive attack, and the latter demanded that Count Caprivi should at on ca disavow all responsibility for the article or withdraw .it. This Count Caprivi refused to do, ami immediately sent in his resignation.

The European newspapers, in commenting on the situation, express great regard for Count Caprivi, and manifest keen regret at his retirement.

Emperor William bas decorated Count Caprivi with the Order of the Black Eigls, nnd presented him with the insignia sec with brilliants. Count Eulenberg has received a minor decoratioD.
