The German view here, from one qualified to express an opinion, is that there is not the remoteat chance of the acceptance of New Zealand's proposals in regard to Samoa, which are entirely at variance with the terms of the treaty. If New Zealand's idea were carried but it would inflicb a real hardship on the German settlers. The German Imperial Government 'can hardly regard the ! proposal with anything but irritation, as it amounts to an implication that Germany haa not looked sufficiently well after the interests of her subjects there.
