Much needed rain is falling throughout the colony, except at Broken Hill and west of the Darling. THE VICTORIAN MINISTRY. Mi'XnouKKß, January 13. At the Cabinet meeting to-day Mr Munro, Premier, accepted the Agent-generalship, and Mr Shiels succeeds Mr Munro as Premier. Sir F. T. Sargood and the Hous, Davis, Ham, and Fraser, members of the Ministry in the Council, resign with Mr Munro, as they oppose the one-man-one-vote principle, which is to bo the chief plank iu the platform of the recon« structed Ministry at the general election,
