to as.- , lv , £479 4 6 We_ thimi the foregoing facts and figures Bpeak sufficiently for themselves in regard to the success which has atteuded the efforts of the Ladies' Committee of the refuge in their management of the institution, during the past year, both in respect of practical results and economy in financial affairs ■ results which we feel assured will serve to animate and encourage them in the continuance of their humane and laudable sacrifice of time and attention to the affairs of the institution. We have had occasion at previous meetings of the board to convey our best thauk3 to the ladies for their successful and disinterested exertions, and after what has been stated we can only say thafc we hope the worth of a repetition of our thanks will not be underestimated. We have also to add thafc the recent addition to the institution buildings, particulars of which were given in last annual report, has been found most useful in providing satisfactory accommodation for the iumKtes, and is of material assistance to the Ladies' Committee in carrying on the work of the institution. Benevolent Institution. We append fche following particulars in regard to the affairs of this institution, for the period from Ist April 18SS. to the 23rd March 18S9. The amount provided by the board for the support of the institution for the current year, as per estimate of the trustees, was £9000. Ifc will therefore be seen that the requirements of the trustees from the board has been less than their estimate by the sum of £196 10s Bd. The saving to the board in this particular, however, is nofc due to any decrease in fche claims upon fche institution, bufc to fche fact that the income of the institution from other sources has been above the trustees' estimate. For the previous year the amount paid to the institution by the board was £3114 ls Bd, as against an estimate of £9000.
The number of out-door relief caies on the institution books on the lst February 18S9, was 386, as compared with 360 on on the lat February 188 S. It is noteworthy in connection with out-door relief, that whilst the number of cases in Dunedin city on the lst February 18S7 (two years ago) was just" the same as now, the number of cases iv suburban and country districts has increased by 57.
INDUSTRIAL SCHOQLS. The number of children in the Caversham Industrial School at the present tune chargeable against; the board is 143 as compared: with 132 on the Ist April lasfc, being an increase of 11 for fche year. The number of children iv St. Mary's Industrial School, Nelson, chargeable against the hoard is 19 as compared with 17 at the corresponding date lastypar. The weekly cost of maintenance of fche children is the same as last year—viz, 7s 6d in the Caversham, and 7s in St. Mary's School.
In regard to the question oE control by the board over the management of the Caversham Industrial School, we have to report fchafc matters stand in the same position as they did 12 months ago. The circular to members of Parliament on this subject, which was agreed to at meeting of the board held on the 6th December last, has not yet been forwarded, ifc being deemed advisable by your committee to withhold the same until the opening of the forthcoming session. In the meantime your committee hopes that in the promised amendment of the Charitable Aid Act, if it is decided to continue the system of making the maintenance of indigent children a charge upon charitable aid boards, due attention will be paid to our representations in the matter of giving adequate local control over the management of industrial schools. Estimates. Your committee beg tosubmifc the following estimates of the expenditure on account of charitable aid as ascertained by them in accordance with the usual custom:— Benevolent Institution "... ... £9,000 0 0 Do do, on account of extra accommodation required afc the institution ... 300 0 0 Industrial School, Caversham ... 2,788 10 0 St. Mary's Industrial School, Kelson... 300 0 0 Duuedin Female Eefuge ... ... 200 O 0 Board expenses ... ... ... 120 0 0 £12,708 10 0 For the sake of comparison, we here append a statement of the estimates for the jear ending ou the 3lßt inst. : — - Benevolent Institution ... ... £9,000 0 0 Industrial School, Caversham ... 2,476 10 0 St. Mary's Industrial School ... 300 0 0 Female Hefuge ... ... ... 200 0 0 Board expenses ... ... ... 125 0 0 £12,101 10 0 With respect to the estimate ofthe Benevolent Institution for the incoming year.it will be seen that the trustees, in addition tb the sura of £9000 for geueral maiutenauce, ask an additional £300 for the purpose of increasing the accommodation for inmates at the institution. Your committee in considering the trustee's estimate have decided to recommend the sum of £9000 only for your approval, hoping as they do that witli the prospect ol better times before us, the trustees may be able to make that amount suffice for all purposes.. Ali the other items in the statement of estimates ifc has been agreed by your committee to recommend for your approval. Assuming that the estimates as recommended by your committee are approved, a sum of £6204 5s 6d will require to be levied to meet requirements for the incoming 3*ear; or a sum of £6354 5s if fcho board agrees to grant the extra £300 asked for by tho trustees of the B-mevolent Institution for building purposes..
