CLUTHA COUNTY COUNCIL.
The ordinary monthly meeting of tha above council was held at Balclutha on Friday. There were present—Mr VV. Dallas, (chairman), and Crs Brydorre, Keys, Christie, Hay, Smith, M'Laehlan, Mackenzie, end Scott.| COIiItESPONDE^CE. Robert Topp, Purekereki, wrote asking the council to form part of the road through section 5, block 111, Catlins district, leading to his property.—The engineer was asked to have the work carried out.
Charles Housden, Owake, wrote pointing out the very bad state of the road leading oif the main road by M'lntyre's to Hunt's, and asking that it might be made passable.—The council considered that the good weather now set in would deal best with this road.
Mr B. It. Ussher wrote pointing out that a box in a culvert on the main road in Glenomaru Valley was too small to carry off the water, which in wet weather is detrimental to the railway works, and asking that the box should be enlarged.—Keferrod to the engineer with power to act.
A circular was received from the chairman of the Lake County Council explaining the circumstances under which the members of that council had been surcharged for several items of expenditure alleged by the Controllergeneral to have been illegal, and asking tho cooperation of tho Clutha Council in endeavouring to make the act of 1886 retrospective, and in further amending it so as to cover all expenditure which could be (.hown to have been incurred bonafide on behalf of and for the benefit of ihe ratepayers.—Several councillors expressed the opinion that the more checks the ratepayers had against illegal expenditure of their funds the better. —The circular was received.
Messrs Anderson Bros., Waiwera, asked the council to place a small culvert on a portion of Carol road, which in wet weather is a sheet of water. —To be attended to.
Miss Aimio G. Shaud wrote asking the council to open up the road to her property, Owakc.—On tho motion of Cr Smith, a vote of £4 was passed to assist with the work.
The Secretary to the Treasury wrote that as the Four-mile cieek road bridgo and its approaches were included in the schedule of works advertised by the council to be undertaken out of the proposed loan for tho Richardson riding, there was no objection to a portion of the £150 set apart for the above purposes being expended on forming and metalling the road at either side of the bridge, provided that the portions so formed and metalled form the approaches to the bridge.—Received. Edward Breeze, Waiwera, wrote complaining of his section having been flooded by the water of the adjoining creek, and asking the council to provide a remedy.—Cr Scott was asked to ace Mr Breeze upon the subject.
Robert Shiels, Purekereki, wrote explaining that he had erected a bridge across the Owake stream to give him access to his property, and asking some.compensation for the same.-'-lt was decided to give him £10.
John Ryan, Owake, called attention to the state of the road from Dutton's bridge to hig place.—Cr Smith pointed out that £50 had
been appropriated out of loan to open up this road, which would therefore- be attended to.
William Harming, Owaki, wrote under date 25th inst. that his cattle had accidentally got on to the road line that morning. He asked that the council would kindly fix the amount of fine, and he would pay it.—This being the first application of the kind ever received by the council, it was decided to take no action in the matter. Mr Sinclair, solicitor, Tap&nui, wrote regarding a claim by Mr B. 8. Harrison for damages for injury done to his horse through a hole having been allowed to exist on the Waikoikoi road. The matter having been considered by the council at a previous meeting, it was decided to take no action.
Robert Bagrie, Waipahi, asked the council to form and metal five chaius of road near his house.—The engineer was asked to report on
the matter at next meeting. Walter Nicol, Kaihiku, called attention to the road "bounding the west 6ide of block 95 the gorse from which was encroaching upon his property.—The engineer was asked to attend to the matter.
Nathan Vietch, Paerua, pointed out that about nine years ago the Warepa Road Board promised him the block line of road running across the west end of his section, which promise had not been fulfilled up to the present time. He asked that the road be handed over to him.—The Chairman explained that the delay had arisen through Mr Grigor, surveyor' not
having supplied the necessary plan. He (the chairman) had frequently urged him to have the survey made and the plan prepared, and he expected to have it in the course of a week or two, when the road line would be transferred to Mr Vietchi Three ratepayers ifi the Te Btouka district asked the council to metal about twelve chains of the Te Houka through roadj commencing at the end of metalling between Mr B. Jeffery's properties and extending northwards between the properties of Messrs Bruce and Miller.—The Chairman explained that the work was necessary, but he would prefer it to be left over Mil after the election.—This was agreed to. William Telfsrd, jun., asked the council te
expend this year's road rates in metalling the county road through Clifton station, commencing at the end of the last metal contract and to extend northward. As only about 40 chains of metalling had been done at his end of the road, and as he paid annually £140 of road rates, he urged that his request was a reasonaHe one.— Consideration was held over till next meeting.
PETITIONS,
Cr M'Lacblan presented a petition from 10
ratepayers in the Wairuna district praying that a portion of the Main road; opposite Messrs Taylor Bros', farm, might be metalled and made passable.—Cr M'Lachlan explained that the work
was necessary, and on his motion it was resolved that £40 be voted for carrying it out. Cr M'Lachlan presented a petition from seven settlers in the Wairuna district, asking that a portion of road leading to their homesteads; being that portion situated between the piece of metal laid down last year at Rae's Swamp and the end of the old metal leading up the old Tapanui road, extending to about 10 chains, might be metalled and made passable for traffic.—The engineer was instructed to report. MISCELLANEOUS. The engineer's report on the progress being made by contractors, tho condition of roads and bridges, &c , was read and adopted.
The Finance Committee's report, recommend' ing the payment of the monthly pay sheet, amoiuitiug to £79 lls Id, and sundry small accounts, was adopted.
Cr Smith reported that he had interviewed Mr Rae, Owake, with reference to the road through his property to the village homestead. Mr Rao was willing to allow the choice of two roads, but could not see his way to accept a less sum for the road line than he had previously named, viz., £65. He (Cr Smith) therefore recommended that the matter be left in the hands of the Government. —Adopted.
The following resolutions were passed:— " That tenders be called for a culvert on Carol road, and also for forming and metalling about two chains of road at Waiwera."—" That fencing be erected at the dangerous portions of River Bank road, Balclutha to Knegand; cost not to exceed £20; tenders to be called for the work." " That the engineer prepare for nest meeting an estimate of the cost of forming aud gravelling about one mile of road from Waikoikoi school past Merino Downs station to where the road to Pukerau and AVaikoikoi divides."—" That the engineer prepare an estimate of the cost of the work necessary to be done to open the new road to Gore granted on the Merino Downs estate, in order that this road may be opened as soon as possible."—" That the engineer call for tenders for next meeting for metalling 15 chains of road liuo in Ahuriri from end of metal near the post office to the school."—" That the engineer see Mr John Johnetone as to deviation of Piawata stream, and if a reasonable arrangement can be' made, that tenders be at once called for the erection of abridgeon a newsiteacrosssaid stream."— " That the chairman consult the solicitor as to removal of gorse from back of bush road."—" That three culverts be put in on side of Pomahaka river at Upper Clydevalebridge."—"That the engineer be empowered to expend the sum of £40 on themain road Waipahi to Arthurton."—" That tho sum of £20 be expended on Mr Taylor's road, Popotunoa Gorge, making the fords across the streams passable, aud giving access bo the main road."—" That tenders be called for forming and placing culverts on new road leading to Wairuna siding, making said rsad fit for summer traffic." —"That an offer by Mr A. Melville be accepted to place clay 9in deep for five chains on Swamp road, Balclutha to Port llolyneux, cost £1 8s per chain, subject to approval of the engineer."—" That Mr Bullock be requested to remove his fence from off a street line in Port Holyueux."—"That the •hairman write to the Government asking pay* ment of the vote of £900 for road Waikaia to Kelso; also to Messrs Valentine, Pyke, and Mackenzie, M.H.R.'s, asking them to use their influence to have the vote paid."
TENDERS. The following tenders were accepted: Contract 203: Clinton-Puerua road at fishponds— Thomas B. Steele, £13155. Contract 227 : Waipahi township, gravelling—James Black, £39 13s 9d. Contract 267 : Clinton-Puerua roadRichard Smith, £74 2s 6.1. Contract 275: Otanomomo station road —Walter Allan, £56 Iss. Contract 252: Popotunoa station road—Taylor and Christie, £55 Ss 4_d. Contract 284: Road to Kuriwao railway siding—P. Drummond and 00., £3 3s 4d per chain, accepted up to £40. Contract 255: Te Houka road—W. Wilkinson, £28 os. Contract 286: Wattepeka township— Roberfr Sangster (three contracts), £13 15s (to be extended to £15), £12 9s 6d, and £7 10s. Contract 289: Knowles' road -George Pullen, £9 15s; accepted up to £15. Contract 290: Clinton-Puerua road, Cemetery Hill —A. P. Moffa*, £62; accepted to extent of £50. Contract 201: Green's road, Warepa—Robert Chalmers, £31 10s. Contract 282: Puerua Valley road—John Allison, £C 5 10s. Contract 293: Ahuriri road—Robert M'Lay, £188 6s 9d; aocepted for work up to £145. Contract 294: Bridges on Owake road—William M'Phee, £184 12s. In the case of one contract the tenders were left to he dealt with by the engineer. In a number of others it was decided to call for fresh tenders.
This concluded the business.
