(Reuters Telegrams.) Melbourne, July 28. (Received July 29, at 1.15 a.m.) Thirteen members of the permanent artillery force stationed at Queeuscliffe have been arrested for acts of insubordination which occurred last week. Six of the ringleaders were tried by court-martial to-day, when the Court refused counsel, who declared that the Court was illegally constituted. The prisoners when called upon refused to plead.

The manager of the National Mortgage and Agency Company (Limited) of New Zealand reports on the local market as follows:— Shipping wheat is firm at 4s 2d to 4s 3d Malting barley is steady at 4s to 4s Gd. New Zealand oats (feed sorts) are in less demand and occasionally easier at 2s lOd to 3s; ditto milling, dull and heavy, at 3s to 3s 7d. New Zealand oats (under bond), 2s Id to 2s 3d. Sydney, July 2S. (Received July 28, at 12.13 p.m.) A further expedition to New Guinea is projectod, tho object being commercial, not scientific. Albany, July 28. (Keceiveel July 2!>, at LIS a.m.) The P. and 0. Company's R.M.S Pekin, with London mails dated June 20, arrived at King George's Sound last night.
