Received July 18, at 5.30 p.m. New York, July 17. The Louisville Council, Kentucky, has issued an ordinance forbidding negroes to invade the residential portion of the city occupied by whites; the ordinance also prohibits whites from living in the negro quarters. During recent years negroes who have progressed iii education and wealth have shown a tendency to purchase property at fancy prices-in the better portions of the city, which is resented by the white population, because their property has depreciated in value in consequence.
