Japanese diplomacy in China is being remodelled, owing to tho weakened condition of China and the great energy displayed by the Powers who are scrambling for concessions. ; The Daily Telegraph's, correspondent advises that though Count Okuma's suggestion that England and Japan should commercially ally themselves throughout China undoubtedly has certain nonpractical features, the hour has arrived when the scope of the Far Eastern Alliance schould be carefully investigated bv the contracting parties and all possibilities of the doubtful future considered. .
